Transfer Forza H4 to PC?

You can transfer Forza Horizon 4 to the PC from the Xbox in the Microsoft Store (actually) and that also for free, but with me it is not available to download it for free and I'm also linked to the same account etc somebody has an idea why that is so and how can I change it?

Fh4 costs 24 euro as far as I know, it's only free if you have a game pass
