Definitely Forza Horizon 4.
Simply the standard edition.
You can't modd money as far as I know, and even if you get ultra rewards and cars. Why modding?

The Crew 2 is absolutely garbage compared to its predecessor, I don't like it at all.
Forza Horizon 4, on the other hand, is really cool and had enough content from the start to have some fun with it (quite the opposite of The Crew 2 at release…)
TC2 just wants to be too much at once (cars, planes and boats), I didn't really like any of these things (at least back then at release). FH4, on the other hand, is "only" a car racing game, but it is really well made.
So definitely Forza Horizon 4! You can save yourself modding money, thanks to various bonuses you get enough of that. If that's still too little money for you, you can still earn a lot with the auction house.
I played Forza Horizon 4 for over 250 hours, but kicked The Crew 2 off the record after a few days. Forza Horizon 4 not only has the usual championship modes, but also real single-player missions, some of which are staged extremely well (e.g. Like a episode of Top Gear with the original speakers or like a film shoot). You also learn a lot about the cars you drive. For me the best car racing game ever made with the most love. Apart from that, the graphics, the soundtrack and the simple scope are awesome. You can drive almost any car that has ever had cult status, from the three-wheel Mr. Bean cart to James Bond's Lotus Esprit, to the Ferrari F40, to the latest hypercars from McLaren and Koenigsegg… I guess the game alone has 20-30 various Lamborghini models in the fleet. And probably over 100 different car brands.
The only thing mMn speaks for TC2 are motorcycles and handling.
I had already finished with the game when I saw how changing the car works. In the first part you could open a "popup menu" on the side, select a car there and then get in straight away. All while heating at 300 km / h on the street, without any loading times. That was such a cool feature for me in The Crew (because I pretty often just drove around with colleagues without really racing) that I can't understand why Ubisoft didn't reinstall something like that.
I don't care about motorcycles, the handling is also great in FH4. So you don't miss anything if you don't play TC2.
