No, there are a few games that really only run on the Xbox One. These include most Halo titles or some Gears of War games.
There are some emulators for the XBox and also one for the XBox 360 (Xenia) which are only moderately running.
Especially Xenia is still in development, but can already start some games.
However, this iso's necessary. You can't just start the XBox games with your PC drive.

The Xbox One exclusive games are now Windows exclusive. Games like the newer Gears of War, Forza, Sea of Thieves, etc. Can be downloaded from the Microsoft Store and use on both systems.
