What should the Atari VCS 2020 be?

I've just heard about the Atari VCS PC / console and now I don't know what to think of it?

What exactly does the device want to represent, a console, a cheap PC with an alternative operating system for games?

The performance data of the small box is difficult for me to assess - it seems to be somewhere between a Switch and PS4 / Xbox One.

What exactly is Atari planning to do with the device?
