TV channels look at PS4 or XBOX-one?

Is there in Germany PS4 (XBOX one) apps with dennen one TV station which can look like from German IP-TV or cable TV providers or satellite channels?

I would like to buy a console and would like to evaluate the possibility of TV, without using additional connection or TV set-up box.

For the PS4 not anymore, but with the xbox one Zattoo is possible
