With most routers you can enter in the DHCP table that the xbox is always assigned a fixed IP. Incidentally, this usually makes more sense than managing each client separately locally. However, you can also define an IP locally on the xbox, which is outside of your router's DHCP pool. How exactly is you see in the DHCP settings of the router.
What do you want to achieve with it? You already know that outside of your network only the router's internet IP is visible, no matter what you configure on the xbox?
Maybe then the connection between the xbox one and the router will not be separated every 24 hours for 30 seconds
That shouldn't happen at all. Are you sure that this is not a forced separation of your provider?

No. If the router is disconnected, how should the xbox stay on the Internet? Should the bits suddenly pass the router wirelessly? Sorry, no chance.
