Why is Xbox Live blocking free DLC content even though it is allowed?

The following: I have the Xbox game pass (PC) and play the Forza games. A couple of free cars have been sent to my mailbox, but when I try to download them it gets blocked. Cosmetics (i.e. Clothing, etc.) are possible, but cars are not. With Forza Horizon 4 nothing happens when I click on download, with Forza Motorsport 7 I get a message "This feature is blocked per your Xbox Live parental control settings". But in the parental control settings I actually set everything so that nothing should be forbidden (see pictures).
What can I do to unlock this?
