Xbox One controller won't turn on?

Today my Xbox One controller with wireless adapter arrived so that I can use the controller to play on the PC. The adapter works without problems, but I can't turn on the controller and so I can't connect it (batteries are in). However, if I take a cable and connect it to the controller, it works without problems. Can someone help me?

Maybe the batteries are empty or inserted incorrectly.
