On which console (ps4, xbox, pc) should you get the new modern warfare?

You can't answer that overall. Because everyone has their own preferences.

Technically, a PC is always the most powerful option. Both in terms of graphics and frames. Of course, depending on the hardware installed.
However, Cod also runs on all current consoles with almost constant 60Fps, whereby the One X in front of the PS4 pro delivers the best result.
On a corresponding PC with the appropriate line you will probably be able to get the most out of it. I personally play on the PS4 with 50,000 lines and for me personally that's enough in terms of graphics, FPS and performance.
