Animal crossing new leaf, can't visit any city?

I play Animal Crossing new leaf on my Nintendo 2Ds. If I want to visit cities via the online mode, cities are never found. Towns found on the ad are never marked. Is it because nobody around me is playing Animal Crossing new leaf. Or is it a mistake?
