PC does not recognize Switch Controller input, but Steam does?

My problem is this: I want to use my Nintendo Switch Pro Controller on PC. When I connect it it shows me that it is connected and that everything works and such. The controller doesn't work, so pressing a button is not recognized, which was confirmed to me when I pressed the window button + R and then entered "joy.cpl". With Pro Controller / Properties / Buttons I could press the buttons but nothing happened. However, when I play a game on Steam, I don't have to do anything and everything works. But I don't want to use it for Steam.

Sometimes the ring on the Home Butten controller glows blue (but not always) and that means, as far as I know, that it is connected to Steam. If the ring lights up, the PC does not recognize any input under "Pro Controller / Properties / Buttons" (as already mentioned above), if the ring does not light up then these buttons snap out completely and it is displayed that the buttons are all spammed irregularly. No idea where the problem is, hope someone can help. I'm adding screenshots from the joy.cpl menu.
