This is the fabled "drift" bug. Many have it and I'm one of them. There are 3 possibilities to make the joycon fully functional again.
1. Send to Nintendo Support
2. Have it repaired by a reputable dealer
3. Contact or gel spray into the gaps in the Joycon but! * Caution *! Buy the spray where it says on the package that it dries quickly. E.g. It usually says almost drying. Or better: you just buy electrical contact spray
