I thought the following applies in Germany:
You have a right of withdrawal with every purchase of new goods over the Internet, because it is a so-called distance selling transaction. That means: You can cancel the order within 14 days without giving a reason (http://www.gesetze-im-internet.de/bgb/__312g.html, https://www.gesetze-im-internet.de/..._355.html).
just by the way: on steam it doesn't matter whether the game is installed or not as long as: less than 2 hours of playing time and purchases made within the last 14 days will be refunded without any problems. I know steam and sony / psn are different shoes only that shows that it is theoretically possible.

Yes, but sony's general terms and conditions are not German or European law… Otherwise everyone can write their own general terms and conditions
You have accepted the terms and conditions before purchasing, there's also that your right of return expires as soon as you have downloaded it.
Terms and conditions are like a contract, you accept them and you have to stick to them.
