PlayStation update / psn change name?

I would like to change my Psn name and I once read that the beginning of 2019 should come an update where you can change his psn name, because someone knows something about it?

You can't change your gamertag (ingame - name) yet and there are no exact details, when the update (the function) should come and if it will come back at all.
