I recently read that Fifa 21 will not be available on the ps5 and will only have 22 for the ps5 because the release of 21 is earlier than the release of the ps5y

With Fifa 14 that was not possible at the time when the PS4 came out fresh and the game was previously on PS3. However, the PS5 is partially backwards compatible, so it could theoretically be possible if FIFA 21 is supported. However, a clear answer is unfortunately not yet possible at this time.
FIFA 21 will surely be a launch game of the PS5, the launch of the PS4 was only after the release of FIFA 14. It would not be very smart and profitable for EA not to launch their most successful sports game for the PS5 immediately and take the risk high that the competition (Konami) takes advantage of this.
As I said, I only read and it was a little while ago. But we'll see there's no point for me if they don't bring it out for the ps5.
