Can you put together your own fantasy world in the ps4 game SIMS4?

In that sense, I mean that I'm telling a story of a man in the Sims4 who's lonely, longing for love, but is afraid of hurting someone, and I think most of the time an actor who had played that story. Can I then convert the same into the Sims with the same face etc?
