I share my account with a buddy and he primarily activated my account via my account. But now he is no longer playing and I wanted to ask if you can deactivate it without having to turn it to his console, so that I can deactivate it via my ps4 or a Sony site.

In the settings and then to the menu item "PlayStation Network / Account Management". You choose "Activate as your primary PS4".
