The WLAN in the dormitory is probably protected with WPA2-Enterprise (user + password is required!), So your device (PS4) must support the IEEE 802.1X protocol, it is absolutely necessary for WPA2 Enterprise.
The PS4 doesn't have support for WPA2 Enterprise (protocol IEEE 802.1X) so it will never work.
