On my 16k line, I often get network problems on Ps4. Is that normal?

As I said, I get in a 16k line, with download only 13.7 arrives and upload is usually at 2.1, network problems on the Ps4. That really bothers me a lot. I always fly out of parties and play online myself. Is that normal?

Is the Playstation connected with Lankabel or via Wlan?
