As far as I know, the technical production, ie the pressing process and the raw material used, is the same.
In theory, each of the DVDs should not be scratched because the drive is an optical one, i. E. A laser scans the surface of the DVD without touching it.
The scratches on a DVD are mostly due to the handling of the disc (for example, instead of at the edges, directly on the disc, or storage without shell, dropping down etc), also by the "read in".
I do not have a Playstation, but I think most of them have a (vertical) drive. In these, the DVD must first be "gripped" for safe transport to the laser, the feeder could thus already mechanical contact and thereby cause scratches. With a PC DVD drive, you have a drawer. Since the disc is initially only on the mechanism.
In addition, it is often the case with PC games that you can install the games on the hard disk, not always the DVD must remain inserted, which is required in a Playstation but (thereby also more frequent risk of wear by the user).
Ok, so Pc-DVDs are stronger, more durable, so to speak…
