PS4 primary can't activate although the account has not activated primary on other consoles what to do?

I want my friend's account to be more active on my console as primary, but his account is not linked to primary on any other ps 4 and still nothing can be done?

Maybe because your account on this PS4 is also primary?! Only 1 account can be primarily connected per device.
