The character transfer was removed to my knowledge. And transferring data with a USB stick is impossible anyway because your games are stored in their cloud and not local on the disk.
Yes that's right, since 2017 you can no longer transfer the account from old to next gen. And no. A USB stick would not transfer online memory.
