As I said, GTA Online is only the online mode and therefore part of GTA V, GTA V is only the single player. You can't buy them anyway. But I can't answer the question of which is better. You have to answer this yourself.
If you want to play in single player, then you never need to start GTA Online and thus save yourself PS Plus.
As far as I know, it depends on who pays for the servers, if Sony pays for some of the servers, it is understandable that you want money for it, there are also games where you don't need PS Plus, but I understand what you mean, if I'm supposed to pay money on the PC for online games, then they can do without me as a player.
