I have a 250 mBits line.
only 11 arrive on my PS4. If I do a speed check on my cell phone, which is right next to the PS4, for example, I get the full 250.
What can that be? In theory, it must be because of the old PS4. I also have full control with all other devices that are in the same room.

Really strange, because you don't get exactly 250 Mbit / s is normal because of Sony servers but 11 Mbit / s is really not enough try with LAN cable otherwise I don't know and do you mean 11 Mbit / s download speed or upload speed?
