What does REGION FREE mean?

This question is very difficult and should only be answered by people who are familiar with it.

As already written above, I would like to know what this Region Free means. Does it mean that when I put the game in my PS5, the texts will all be translated into German? It was the same with RPG Maker MV Trinity.

But strangely enough, the lyrics were all in German. Is that also the case with the upper game?
