Why does eBay have different rules than eBay classifieds?

Hello and straight to my question, why can I not advertise things like shishas or shisha to accessories such as ps4 games on eBay classifieds, of course that is in the eBay classifieds but why can you sell these things on eBay that makes no sense to me and is actually very stupid because it is difficult to find buyers on eBay and the requirements for setting things up are very annoying and where you can sell things much easier on eBay classifieds
