When I switch users in Ps4 Overwatch, are they the same opponents?

My girlfriend was with me for 2 days and I opened her own Ps4 account so that she does not have strong opponents like me because she is not pretty bad but the opponents are already running to level 70 although she is only level 4 And yet it is looked in Hinteegrund how good you are by hit rate and get about the same opponents.
