Is the Criminal Enterprise Starterpack in GTA V an add-on or the whole game?

I would like to buy the Criminal Enterprise Starterpack on ps4. But since I already own GTA V, I wanted to ask whether this is a game content or the whole GTA game.

Should be there whether it is an add-on or dlc. But believe it is the whole game plus GTA $ 500,000. But just know 100%.
