PS4 not coming into security mode?

If Ps4 is off and I want to start it in order to get into the safety mode, I have to hold down the power button until the beep appears twice (should appear). But if I press the button and keep my finger on it, it won't beep a second time, it won't go into safety mode, let alone that the screen shows something from the Ps4
