LootBoy rip off?

I drew a code for a PS4 theme from LootBoy today. When I redeemed it, I was able to download the theme. When I wanted to use it, however, there was a lock on it and it said "you have to buy this content first to use it". Is this a rip off or is there another problem?

Lootboy is very dubious. They just want to pull the money out of your pocket. Don't fall for it.
