Do I have to have all Final Fantasy addons on the PS4 and on the PC?

I know that if I want to play Final Fantasy 14 on my PS4 as well as on my PC (account myself) I have to buy the game for both platforms, does this also apply to the addons? For example, if I have all the addons on the PS4 and only the basic game on the PC, can I still play (at least in the area of the basic game)?

If you want to have comtent from the addon you also need it for the ps4 or PC
