GTA Duke o death for free?

I started with gta 2 weeks ago on ps4 with a new account. Can I get the Duke o Death in gta online for free when I log in with the account on ps3 and go to gta for a while.

One more question: a friend of mine started about 4 weeks ago and he got a lot for free. Z.b buzzard, Insurgent Pickup, … And I did not get anything for free?
