Why does 4k depend on 4K TV?

I have a problem with my Sony KD55XG7005BAEP
I have the TV connected to my PC via HDMI and have found that the 4K playback or on Twitch in FullHD occasionally hangs… I thought that it could only be the cable that most likely will not be an HDMI 2.0 cable because of that Another Displayport to HDMI cable that supports 4K is connected. No improvement… The loading bar always came from YouTube.
