Why can't I download this app (PS4)?

I wanted to download this (and a few other) app from the PS Store, but the typical download button doesn't appear there. I also had this problem with some other apps (I think they were only apps, I think it worked with games). I have a PS VR headset and a PS camera, everything connected as normal, but the download shouldn't depend on that anyway. Does anyone know why some games can't be downloaded?

Playstation Support says:

Turn off PS4
Press and hold the power button until you hear 2 beeps.
In Safe Mode, click number 5.
After that, go to your settings.
PSN> Activate this ps4
PSN> Restore Licenses
