Is my pc too weak to stream or is it something else?

I would like to stream more often on Twitch or youtube, because I just enjoy it. However, Streamlabs denies this to me… I have a 1070 ti, i7 9700k, 16gb ram, and streamlabs installed on my m.2 … When playing normal Rainbow Six wins, Battlefield 1, etc. My fps are constant over 100, even during streaming pretty constant 80-90 (ingame), but in streamlabs only about 25 - 30 frames "taken", that is: the stream quality and fps are horrible. How can I change that? Have already changed a lot on the Streamlabs settings but the Streamquali does not get better… The CPU is only used up to 70% of the streaming and is quite constant at 45 ° C, the GPU is at 85% and 70 ° C… What am I doing wrong?
