May be that the 8 gb are too little if you play on the pc and stream at the same time

So 16 gb is enough for gaming, even for demanding games, but I would also recommend 32 gb for streaming and 3600 mhz is enough.
Memory is not the problem in this case. I rather see a problem with the correct settings.
Please post screenshots or your settings from OBS.
Of course, 8 GB of RAM is far too little if you don't just minecraft or gamble most games have a minimum of 16 GB RAM
With OBS open and game, the current utilization of the working memory is 94 - 97%
