How can you set up bits?

A friend is streaming on twitch. I want to donate bits to him, but somehow it doesn't work. He says he has 2.1 average viewers. How can he set it up so that bits can be set up for him?

He must be included in the program. The requirements are 3 viewers on average, 50 followers and 5 people must write in the chat at the same time.
