Regulate Twitch?

I would like to stream series and films on Twitch (DE) I know that this is not allowed, but why is it for example in the Russian area of Twitch I mean streaming streamers with 5-20k viewers films and series. Have been watching Russian streamers for 2 years and wonder why this is allowed there, as I have learned it is not allowed to stream new films and the films may no longer be shown in the cinema and you should be able to stream them. The only thing that a streamer receives from Twitch is a warning. Only several warnings would give you a ban that is not long and not of every film, so it depends on the film whether you get a warning for it or not.

Aren't Twitch rules the same for every country or does that no longer have anything to do with Twitch rules?

Basically, the rules are the same for every country, but not every country is the same. As long as Russia does not pursue this and Twitch has no opportunity to take legal action against it in Russia, nobody can do anything except that they are obliged to prevent it if possible (which probably does not work in practice).
