The temperature is not so important, but the humidity. The higher it is, the more you sweat and the more disgusting it feels. In African countries there's a very dry warmth. 40 degrees are usually more pleasant than 28 degrees with us. Therefore long clothes are not a problem, especially since they are very airy and light. It even protects against solar radiation.
A matter of adaptation that also works for Central Europeans. Loosely airy clothes are more comfortable there than when the sun burns directly on your skin. A little wind, 40 ° C is not a big problem either…
