Good PC for less than 400 euro?

I'm pretty inexperienced in this technical area.

I recently started making chess streams with a facecam, but my notebook has a CPU load of 100% (especially when you are analyzing the games, i.e. A little more computing power is required). My quality is 720p and 25 FPS (for chess actually okay.) Nevertheless, on my laptop [Intel (R) Core (TM) i3-7020U CPU @ 2.30GHz, 2300 MHz, 2 core (s), 4 logical processor (s)] it leads to an intermittent jerky Facecam (I'm sure it's not because of this one.) Now I want to buy a finished PC (parts are currently too expensive) to solve this problem.

In addition, I would like to use a game capture card from my Xbox (again with Facecam etc.) to stream 720p and 60 FPS, but I read on the Internet that this does not demand a lot of performance from a PC So it shouldn't be a problem, shouldn't it?

So can someone recommend one (or more) such PC's so that I could possibly even make chess streams in 1080p 60 FPS and Xbox streams with at least 720p and 60 FPS (with Facecam etc.).

The price should be under 400 euro, but of course 300 euro or something like that.

Unfortunately, I'm afraid of buying the wrong thing, i.e. A computer with too little performance so that it jerks again, or a too bad cooler, which means that the CPU constantly overheats.

For less than 400 euro, it is very difficult to constantly stream 1080p at 60fps even with programs that are not very graphically complex.

My tip would be to buy a used PC, or in the best case, a used part. For 400 euro you don't get a surprising ready-made PC.

But I would choose a small update to 2 x 8 GB RAM for plus 60 euro or as an absolute minimum 2 x 4 GB RAM for plus 8 euro.

So personally I know 2 people who bought the PC there and there were no problems.

The cooling of the CPU is normal and is now nothing special. It won't be a leisurely striker, but you can't expect that at 400 euro. A very inexpensive cooler is installed that does its intended work.

In the sum of all things one can take the pc without any problems.

I say yes, IF you build yourself. Whether the questioner knows about it or a friend, that is up to you.
Furthermore, it is not entirely true that you get NOTHING for 400 euro. You can get good finished PCs from hardware advice / hardware deal, which are also based on an APU.

I would rather take the PC hardware deal. It has more RAM, which is also faster, the SSD is completely sufficient for Windows and a game and the rest can then be used on the mass storage, which is 1TB. In addition, we have a slightly better power supply in the PC hardware deal, which also looks a bit better because it has no ketchup mustard cables.

The only downside from my point of view:
