I would like to know if I e.g. Fortnite could stream using my components above. If so, would it be better to stream via the gpu or the cpu? I would like to stream on twitch with OBS.

For streaming you need 6 or more cores. (Of course it depends on the game) the GPU could definitely manage that. The cpu could cause problems if it has 4 cores.
It works, but it is nice, is also due to the weak 4-core INTEL CPU.
Had an Intel 4 Kerner here before, was stupid, now with Ryzen 2600 it is considerably better.
You should use the iGPU for encoding, but you have to activate it in the BIOS first.
Then you have the advantage that you neither lose CPU nor GPU performance with the streamer but you can comfortably lose up to 1080p with 8000bit streamer
So rather stream via gpu or buy a new processor?
New CPU and mainboard. You probably stream via the GPU anyway, but streaming one way or another draws performance from the CPU.
Or you use the GPU of the CPU

That will work in itself. It almost certainly makes more sense to load the GPU with it with OBS.
The quality will not be very good, but it may be sufficient for you. You would probably have to set the GPU utilization to "performance". If that works without any problems, you will at least not get any eye cancer. Would be careful with the qualification of Fortnite and other games too. So don't necessarily exhaust that.
Otherwise stream on 720p 60Hz with a bit rate of 4000-5000kbps if possible.
Also be careful that you do not rescale to 720p under "Output" in OBS studio. So remove the hook and only scale down from 1080p to 720p for "video".
Somebody said something about iGPU too. I have no direct experience with this, but I would be surprised that one would achieve a better quality with it than with the GPU, even though one is playing and streaming on the same PC. But it's worth a try if that works. It may be that it comes out qualitatively about the same, but your GPU itself is not additionally burdened and you can use your game settings to the max.
