Is Twitch Partner still alright?

Moin, I created a Twitch account months ago where I streamed 1-2 times and otherwise watch other streams. I myself would like to start streaming on Twitch soon and here comes my question. I know what requirements there are to become a Twitch partner. However, I do not know whether the goals must be met immediately after creating the account.

This has nothing to do with how old the account is, but whether you can keep the goals permanently.

What would that be? As I understand it with the Twitch streamers, you have to have a permanent number of viewers per stream (which shouldn't be that easy in Germany).
