I have never heard that. A credit card is created by a bank. Therefore, I think less so that you can just create a credit card yourself.
How should this work? If the credit card is fake, then yes there's no account behind it on what is off or can be booked. Otherwise, that would be a normal credit card.
What he might mean are prepaid credit cards that you can have online. Works like a regular credit card, but only for online things.
