Not writing in the twitch live chat?

I just downloaded twitch and logged in there but when I watch live streams I can't write anything there why is that I have to look 10 minutes to write something?

Funny for me it worked then have a look in your settings to see if you have set anything wrong or something

the streamer can set which people are allowed to write in their chat from when.
For example, he can say that only people who have subscribed who follow him for more than 2 weeks can write and so on.
This prevents spam, or unwanted people, or 'trolls'.

However, if you have to wait 10 minutes in each stream, I can't help you.
