I would like to stream to 720p60 on Twitch.
Streamed is a mobile game via USB cable to PC (Streamlabs OBS).
My PC requirements:
Windows 10, 4 GB RAM, Intel Core i5, graphics card is not available (Is a Dektop PC)
Internet: Download 20 Mbps, Upload: 10-11Mbps
Please answer if the stream will run smoothly with 720p60 and the quality is good.
Should work flawlessly, at least with an i5 of the 8th or 9th generation. Which i5 exactly do you have?

It could run, otherwise just stream to 30 FPS.
Would you rather stream 1080p or 720p (generally not with my hardware)
I stream with 1080p60, because I have a good upload here. Looks better than 720p, of course, because there are just more pixels. However, it requires much stronger hardware.

You can definitely tell, but 24 FPS are enough for a viewer. The movies are all in 24FPS and still look good.
How many fps would you take in my case when I stream 720p?
If it manages your PC, take 60FPS. You can try it first and if it jerks then you know that your PC is overwhelmed. Then you put down on 30FPS.

No you can't. Restarting a stream does not take longer than 5 minutes. I spent a few hours until I found the best settings for my system.
Would you rather take 32 samples or 16 with downscale filters
I did not change anything with the downscale filter.
