Let's start at the top:
More interesting than the case fans would be the case first - which do you want?
The 3900X is a good CPU.
The funny AiO is not worth it, is at most loud. I would take a decent air cooler, depending on the case.
If you want the RAM because of the lighting, it's ok, otherwise with the Crucial Ballistix Sport (E-Die), there's better for less money, especially for a Ryzen CPU, which benefits a lot from fast RAM. In addition, rather two 16GB bars than four 8GB bars, firstly you can then retrofit, secondly you get better OC results.
A 2080Ti is not worth the extra charge for an almost as fast 2080 Super, but if it's a 2080Ti, I'd rather go for the Gainward Phoenix GS or MSI X Trio.
The Meg Ace is expensive, but not worth the money. If so, then I would take a gigabyte Aorus Master or cheaper the MSI Meg Unify.
What do you want with an 8TB HDD? Since I would rather take two 4TB HDDs, if one of them fails it is not so bad.
The 970 Evo Plus is a good SSD, but for less money you get similarly good SSDs. How much memory do you want?
The power adapter is not a good choice, old, cheap series of be quiet! In addition, oversized. There are many possibilities, but with 650-750W would you be well served, should it be with or without digital gadgets?
If you take a motherboard with Wi-Fi + Bluetooth module, you can of course save the USB dongle. The Meg Ace, the Unify and the Aorus Master have it all.

32 Gb are unnecessary for gambling. Get 2x8 Gb and upgrade later if you need it. Then the RAM is cheaper.
With the water cooling I would rather put on Corsair (for example H100i) or NZXT. It depends on which housing you have and which radiators you can block.
Do you really need 8 TB? If you really want to spend a lot of money then get a 2TB SATA SSD. Otherwise take ne Consumer HDD with 2 - 3 TB.
The power supply 500-600 W are sufficient. But take at least one with 80+ Gold certification.
If you need Wi-Fi take a WLAN card instead of a stick. Works better.
Does the PC have to shine like a Christmas tree? Is only kicked out money!
The graphics card also has a few good models that would be cheaper. Look at miser.

That sounds ever more meaningful. Then you would rather build a second SSD and an HDD as a data grave, that makes more sense. Of course, if you just want to gamble that's an absolutely exaggerated setup anyway.
The water cooling is not really good, then rather a good air cooler.
And One.de is not a good site for configuring in my opinion (very expensive and not always well-selected hardware), rather look at Dubaro.
One.de is one of the worst dealers in the world. Totally overpriced. You are better served by dubaro.
