Ps now = Playstation games on PC?

Is it with Ps now that you can play all the Playstation games like The Last of Us etc. On PC or is it just a subscription like with Xbox Game Pass that you can play all games?

You can also play games on the PC using PS Now, but 'only' the games that are included in the PS Now subscription.
