It depends on what you mean by surcharge.
You pay the amount of 12.99 euro per month and get access to all the games included. You don't have to pay the full price of the games.
As soon as the subscription is over, you will no longer have access to the games.
It's kind of like Netflix, Disney +, and whatever they're called.

By surcharge I mean that you have to pay extra for each game in addition to the monthly amount, and the Game Pass "only" gives you a discount.
