I have a Windows 10 PC and an Xbox one S. When I play Forza Horizon 4 on my Xbox, I have all the DLC cars and maps (e.g. Fortune Island, Lego Speed Champion, …) But when I play on the PC I don't have them. I can't travel to Fortune Island or drive DLC cars. There's always a message that I have not bought the DLC and have to buy them first (for real money). It's the same account on my Xbox One s as on my PC. So I should have it on my PC too. Only now the strange: I have never bought the Ultimate Add Ons Bundle but on the XBOX in the Microsoft Store it says: "In possession"
I also own the XBOX Game Pass Ultimate, XBOX Game Pass for PC, XBOX Game Pass for Console, and XBOX Live Gold. But I checked the internet to see if the Ultimate Add Ons Bundle was in one of the game passes. But apparently nowhere. At least I haven't found it anywhere.

Just because you have the game on xbox doesn't mean you have it on your pc too. You have to buy both to be able to play with both devices
