I wanted to run a competition and give the download code to the winner, but I'm wondering whether a download code of a game is valid in every country or only in the country from where you have the download code?

Where did you get the code from?
Mostly it says where they can be redeemed if it is an X-Box code that you bought in the kiosk / shop.
If you bought the code online you should see what it says, mostly flags of the countries are shown on it.
He just has to buy his console briefly in the language that the code is, what he wants then he can switch back to German or whatever. Did the same thing, now I have World at War uncut. Oh and he has to create an account in the language of the account.

I assume it works because otherwise the text would probably be in German and the actual packaging of the One S was also in English with other languages.
